The Appeal Court is set to read the verdict in the most recent case against former Phnom Penh police chief Heng Pov and former deputy police chief Ly Rasy on Monday following their hearing last Friday. According to Judge Choun Sunleng, the men are accused of illegally detaining restaurant owner Chhean Huot and extorting US$260,000 from him in 2002. Prosecutors had appealed the recent three-month sentence for "illegal human detention" on the grounds it was too light for what was essentially kidnapping and money extortion, Judge Sunleng said. Heng Pov, who while in power was a much-feared police boss, is already serving 92 years in prison for crimes including murder, extortion and kidnapping.
