PM Hun Sen Comments on His Meeting with Thai Counterpart On Preah Vihear Issue

Phnom Penh, September 30, 2010 AKP -- Cambodian Prime Minister Samdech Hun Sen has considered his recent meeting with Thai Prime Minister Abhisit Vejjajiva in New York important in building confidence and cooperation.

Speaking at the graduation ceremony in Phnom Penh Wednesday for 373 students of the University of Puthisastra in Phnom Penh, Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of the Kingdom of Cambodia, said there was reaction from the opposition party and yellow-shirt groups in Cambodia as to why not to take legal action on the issue to the United Nations.

He thanked for their attention and patriotism, saying he had also thought about the issue, and had already taken action by notifying the UN Security Council and the UN General Assembly and proposed options relating to the possibilities, he said.

They mean that the meeting with Thai Prime Minister Abhisit Vejjajiva is to start resolving the issue bilaterally abandoning the international solution, he noted.

Referring to the economic theory of Former Chinese Prime Minister Deng Xiaoping; “It doesn't matter whether the cat is black or white, as long as it catches mice,” Prime Minister Samdech Hun Sen underlined: “For us, no matter whether bilateral or multilateral as long as it can solve the issue.”

Prime Minister Samdech Hun Sen said following the confirmation by Thai Prime Minister that Thai Parliament would ratify the minutes of three meetings of the Foreign Ministers of the two countries, in which a passage is written: “... redeployment of army within and around Keo Sikha Kiri Svara Pagoda.”

For us, he said, once there is no such problem anymore, it finishes, and no need to sue at the internationals.

He said he proposed a number of measures so as to avoid military confrontation and border war and they were agreed upon by Thai Prime Minister, including the exercise of patience to prevent armed clashes between the armies of the two countries, the use of the existing cooperation to expand the relationship, not allowing the military confrontation to happen and the problematic points that have not been solved to expand the level of conflict along the whole border of Cambodia that are the obstacles to other cooperation and the business relationship of the people and traders.

Prime Minister Samdech Hun Sen described the recent arrival of purchased tanks and armored vehicles and the recent live-ammunition firing before the meeting with his Thai counterpart as a coincidence.

Despite no border issue between Cambodia and Thailand, we have to purchase them for the national defense facilities, he said, adding, “...the better relationship can be compromised, the more benefits can be achieved in the relationships with Vietnam, Laos and Thailand leading to the establishment of special economic zones at the border areas with Vietnam and Thailand.” --AKP

PM Calls for End of Legal Action against Union Leaders

Phnom Penh, September 30, 2010 AKP -- Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has urged the courts to drop legal action against workers and union leaders and the factories to accept back the workers involving in the recent strikes.

While presiding over a graduation ceremony held here yesterday at the National Institute of Education, Samdech Techo Hun Sen also called on the workers and union leaders to respect the labor law.

It is a win-win solution, he stressed, asking the workers and union representatives to consider factories as a common rice pot. If something happens to the factories, the workers are the first to lose, he said.

But at the same time, employers also have to think about the workers’ welfare, he added.

In mid September, thousands of garment workers were on strikes to ask for more raise in minimum wage, while factories’ owners affirmed that they lost around US$15 million due to the strikes and pursued lawsuits against union leaders and workers. --AKP

Samdech Hun Sen Celebrates Kan Ben in Kandal Province

Phnom Penh, September 30, 2010 AKP -- Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and his family celebrated the 6th day of Kan Ben on Sept. 29 at Champous Kaek Pagoda, Kean Svay district, Kandal province.

On the occasion, the Cambodian premier gave donation, including foodstuff and over 23 million Riel and US$9,500 to the pagoda to build a Buddhism primary school.

The 14-day Kan Ben Festival starting since Sept. 24 is part of Pchum Ben Festival or the Festival for the Dead, one of the biggest festivals in Buddhism. This religious festival, which falls on the fifteenth day of Kan Ben, is to celebrate this year on Oct. 8. --AKP

Chinese Embassy Marks 61st Founding Anniversary of the People’s Republic of China

Phnom Penh, September 30, 2010 AKP -- The Chinese Embassy in Phnom Penh celebrated here on Tuesday the 61st Founding Anniversary of the People’s Republic of China.

The celebration was attended by National Assembly President Samdech Akka Moha Ponhea Chakrei Heng Samrin, Deputy Prime Minister H.E. Sok An, minister in charge of the Office of the Council of Ministers, and other senior government officials and foreign diplomats to Cambodia.

During the past 61 years, China has started from a poor to a developed country and it is now on the way towards prosperity, said Chinese Ambassador to Cambodia H.E. Pan Guangxue on the occasion.

China has developed rapidly and the people’s living condition has much improved, said the Chinese diplomat.

China has contributed to the world’s peace and prosperity and it is willing to cooperate with all peace-loving countries to build a world with sustainable peace and prosperity, he added.

For his part, on behalf of the Cambodian government and people, Deputy Prime Minister H.E. Sok An expressed sincere congratulations to the 61st Founding Anniversary of the People’s Republic of China and to its development.

He further noted the importance of the diplomatic relations between Cambodia and China since 52 years ago, saying that they will become a valuable heritage for the next generations. --AKP

More U.S.’ Funds for USAID Economic Growth Program

Phnom Penh, September 30, 2010 AKP -- Cambodia and the U.S. have signed an amendment to their bilateral agreement that will provide US$16.44 million in 2010 funding from the U.S. Agency for International Development (USAID) to support Cambodian priorities in economic growth, food security, and global climate change.

The amendment was signed here yesterday by Deputy Prime Minister H.E. Sok An and USAID Mission Director Mr. Flynn Fuller in the presence of U.S. Ambassador to Cambodia, Mrs. Carol A. Rodley.

Under the amendment, the Royal Government of Cambodia will provide US$425,000 of in-kind support.

According to a press release of the U.S. Embassy, the funds will be used to support USAID’s ongoing Micro, Small and Medium Enterprises 2/ Business Enabling Environment (MSME 2/BEE) program, which will continue support for alleviating poverty in rural areas by increasing the productivity of family businesses.

This bilateral agreement also provides funds to support USAID’s new Helping Address Rural Vulnerabilities and Ecosystem Stability (HARVEST) Program that will support the Royal Government of Cambodia’s national development strategy by enhancing agricultural production, developing post-harvest management capacity, increasing access to food, and preparing the country to adapt to climate change, said the press release.

“Today’s event marks another important phase of improvement in cooperation between Cambodia and the U.S.,” said H.E. Sok An, also minister in charge of the Office of the Council of Ministers.

This program is not only about economic cooperation but also about strengthening of friendship between Cambodia and the U.S., he said, believing that the contribution of the U.S. will offer mutual benefits and will make the bilateral relationship between both countries even more important.

H.E. Sok An urged for closer, direct cooperation between USAID and the Royal government of Cambodia, with the latter assuming ownership and responsibility for the implementation of the program in the near future.

The Cambodian deputy prime minister also expressed appreciation and thanks to the American government and people for providing valuable assistance that contributes to the socio-economic development of Cambodia.

Earlier on Sept. 28, Cambodia and the U.S. also signed amendments to two bilateral agreements that will provide US$35.10 million in 2010 funding from USAID to support the fields of health and education in Cambodia.

In addition to economic growth, health and education, the United States supports a broad range of programs designed to benefit all Cambodians, including programs in human rights, rule of law, anti-corruption, and combating trafficking in persons. The United States, through USAID, expects to commit US$69 million in development assistance to Cambodia in 2010. --AKP

Cambodia, Malaysia To Cooperate on Health Care

Phnom Penh, September 30, 2010 AKP -- The Malaysian government is willing to cooperate with Cambodia in the field of health, focusing on noninfectious diseases such as cancer and heart disease.

Newly-appointed Malaysian Ambassador to Cambodia Datuk Pengiran Haji Mohd Hussein told Cambodian Minister of Health Dr. Mam Bun Heng during their talks here on Sept. 28.

The Cambodian health minister praised Malaysia for the remarkable development in the health sector.

Dr. Mam Bun Heng further asked the Malaysian Embassy to prepare legal documents on the official bilateral health cooperation between the two countries.

In reply, the Malaysian diplomat suggested Dr. Mam Bun Heng to discuss the matter with the Malaysian health minister at the upcoming regional meeting of the World Health Organization. --AKP

Cambodia Recommends Hollywood to Study in Detail before Making Movie Related to Khmer History

Phnom Penh, September 30, 2010 AKP -- Cambodian Minister of Culture and Fine Arts H.E. Him Chhem has recommended Hollywood to conduct detailed study before making a film related to Cambodian history.

H.E. Him Chhem made the recommendation here on Sept. 27 during his meeting with Mr. Tomas Magyar, the film's project manager and Mr. Tony Schiena, a project coordinator and a Hollywood star.

Cambodia welcomes investment in all domains, including that in film productions, said H.E. Him Chhem, stressing that Cambodia has many natural resorts and enough modern film production equipment for rent.

For his part, Secretary of State for the Ministry of Culture and Fine Arts H.E. Khim Sarith explained that his ministry is responsible for all film productions. Foreign movie production companies can therefore contact directly the ministry.

In reply, Mr. Tony Schiena praised Cambodia for its development and full peace. He also accepted H.E. Khim Sarith’s request to help disseminating and seeking markets for Khmer movies in the U.S.

Hollywood has planned to invest approximately US$70 million to produce a film to be named “The Great Khmer Empire”.

World’s famous Hollywood star Angelina Jolie, wrestler Jonh Cena, Chinese actor Jet Li and South Korean actress Song Hye Kyo are expected to act in the movie with Cambodian actors.

The film, which will take three years for making, will feature the glorious period of Cambodia in 11th and 12th century under the reign of King Jayavarman the VII, considered as the great King of Cambodia even until today. It is during this time the famous Angkor Wat Temple was built. --AKP

VOA Supports Workshop on Non-Linear Editing for Professional Working

Phnom Penh, September 30, 2010 AKP -- A workshop on Non-Linear Editing for Professional Working was opened here on Sept. 29 in the presence of Information Minister H.E. Khieu Kanharith.

Organized by the Ministry of Information and National Television of Kampuchea (TVK) and sponsored by the Voice of America (VOA), the three-day workshop is aimed to provide professional non-linear editing skill to information officials.

As many as 53 trainees, of them 28 are from provincial and municipal information departments, are participating in the workshop. --AKP
